An arrest warrant has been issued for Savvas Koulendoru, 16, a statement from the Foreign Affairs Ministry said on Thursday.
The teenager also took a photo of TRNC Founding President Rauf Denktaş, it was claimed.
Details of the arrest warrant have been passed on to South Cyprus authorities via the United Nations, the statement added.
The TRNC is demanding they hand over the youth, together with the missing Turkish flag and photo.
The incident, which was captured on CCTV, took place on Sunday morning when a group of Greek Cypriot worshippers travelled to Akdoğan to hold prayers at the Panayia Church for the first time in 45 years.
During the service, which took place at around 7.30am, Koulendrou entered the nearby Dr Fazıl Küçük Primary School, the Foreign Affairs Ministry said.
He “stole” the flag and removed the Denktaş picture from a glass cabinet outside the classrooms.
Koulendro then returned to South Cyprus at 1.45pm the same day via the Beyarmudu checkpoint.
Footage from the school’s security cameras showed a person enter the playground and first remove the photo before appearing to “slash” at ropes attached to a flagpole.
